David Goodwin  Collaborator

Before retiring, David served as the senior impact planning officer at the Bill and Melinda Gates Foundation, specializing in evaluations of its education investments. As an advisor to the Foundation’s Postsecondary Success strategy, he led a cross-portfolio review of foundation investments in developmental education, and helped launch a multi-state evaluation of its adult basic education initiative.

Prior to joining the Foundation, David directed a division in the U.S. Department of Education responsible for studies of the implementation and outcomes associated with federal education programs spanning K-12 through postsecondary education. One of those studies was a congressionally mandated evaluation of No Child Left Behind. He served as director of a national assessment of vocational education, a congressionally mandated examination of the Perkins Vocational Education Act, and led the Department of Education evaluations of federal programs designed to support higher education access and completion among disadvantaged students. He has extensive knowledge of policy issues, research and evaluation methods, and databases in education. David holds a Ph.D. and an M.A. from Johns Hopkins University and a B.S. from Cornell University.
