Shannon Murtagh

Shannon Murtagh is an independent consultant with expertise in national K-12 education policy. Her work focuses on innovative school systems, system governance, and change management with a constant focus on how systems level changes can help increase opportunities and equity for students who most need it. Previously she worked at The Center on Reinventing Public Education where she led portfolio strategy development and research, helped develop a national network of districts committed to innovative governance models (particularly portfolio), and worked closely with numerous districts as they implemented innovative, system level changes. She holds a Masters in Public Administration from the Evans School at the University of Washington and a bachelor’s degree from Yale University.
