Bill has spent over 20 years working with school systems and their partners across the country to support high-quality teaching and leadership. He believes that the lives of students, particularly students of color and those experiencing poverty, are profoundly impacted when they are supported by skilled educators. Bill’s recent focus within teacher and leader effectiveness has been on improving and increasing the pipeline of teachers entering the profession. He has also worked to expand teacher leadership opportunities and new and different staffing models within schools so that teachers can continue to grow and expand their reach while remaining in the classroom. 

Since joining Education First in 2012, Bill has supported a wide range of school districts, states and funders seeking to strengthen educator pipelines. He now serves as Managing Partner, where he leads a team of senior staff and drives all organization-wide decisions and strategy. Prior to his current role, he worked as assistant superintendent for human resources in Boston Public Schools as well as in Houston ISD. In both district leadership roles, Bill led a team to improve talent policies and practices for the districts. He created new teacher pathways, improved hiring and selection practices, and launched new leadership opportunities. He also worked as a consultant to state departments of education while at Deloitte Consulting, with a focus on special education policy and funding. He began his career supporting college-going high school students from Washington DC through a program called College Bound, providing tutoring and college preparation guidance, and taught English abroad while living in Ecuador. 

Bill earned a BA in Public Policy from Duke University and an MBA and MPP both from the University of Chicago and has completed the Broad Residency in Urban Education. He lives in Houston with his wife, two daughters and dog Benji.
